General Description

The Program Manager supervises the housing program staff to ensure the quality of service provided; assigns staff to programs or clients. Oversees the aspects of managing housing projects, and services across all FCSS departments. This Manager will also collaborate across other Capstone departments to develop more integrated programs and systems as needed to best serve participants. This manager will provide leadership in the development and implementation of housing goals, CSBG goal tracking and reporting, and managing the FCSS Housing programs. Responsibilities of this position include supervision of staff providing direct client services, assisting with budget development and monitoring, data quality assurance, data, and narrative reporting, managing the goals and objectives of the department and agency, and managing and coordinating resources with agency partners. This Program Manager will report to the FCSS Program Director.

Essential Functions

1. Perform Housing Counseling which includes a wide variety of activities such as:

  1. Manage and develop Capstone Community Action’s Housing Program. Provide leadership, supervision and support to staff. Create or assist in creating budgets; monitor expenses. Review and implement contracts. Write and submit timely program reports. Ensure the submission of timely reports when others within the department author them. Manage the department’s goals and objectives. Implement an effective client feedback process for continual program improvement. Work collaboratively with leadership and staff at our sister Community Action Agencies in support of statewide programming.
  2. Provide leadership for the compliance, development and implementation of housing goals and funder outcomes. Establish an integrated system for developing and tracking CSBG goals. Be responsible for helping programs to assess and better utilize data to improve housing systems, and facilitate an agency-wide understanding of the intersection of data, goals, and strategies to better serve Capstone clients.
  3. Develops quality improvement project efforts and evaluates performance and outcomes.
  4. Oversee all aspects of CSBG management and reporting. Participate in data groups for PCAP and MYCAP systems. Work with programs to ensure data management system is being utilized.
  5. Develop and maintain a working knowledge of all FCSS programs and services, and initiatives.
  6. Develop and maintain awareness of issues impacting people with low incomes. Work collaboratively with all Capstone managers, area service providers, State agency employees, and other community-based organizations.
  7. Develop, as part of a team, innovative and creative ways to meet people’s basic needs, help people move out of poverty, and advocate for economic justice.
  8. Develop and maintain critical relationships with leadership in Vermont, including attending regularly and contributing actively with membership organizations pertinent to Capstone goals and objectives.
  9. Involve and represent Capstone Community Action in the broader community. Develop and increase awareness of issues impacting people with low-incomes. Work collaboratively with area service providers, State agency employees, and other community-based organizations.

Other Duties

  1. Maintain quantitative and qualitative record keeping including data entry for all services, and filing timely programmatic and financial reports as required by funding sources and Capstone Community Action.
  2. Maintain family and individual confidentiality within Capstone Community Action guidelines.
  3. Participate in ongoing professional development. Continually seek out new and innovative ideas and learning to inform the ongoing development of Agency programs.
  4. Perform other duties as assigned.


  1. A Bachelor’s degree in a related human service field, or equivalent, plus two years’ experience in human services/human development with management or supervision duties—preferably with Federal grants management. Two years’ experience with low income programming in one or more of the following areas: Housing, Energy services, Food & Nutrition, Supervised visitation, Case management, and/or other relevant areas. Experience providing critical or emergency services on demand.
  2. Excellent body of knowledge of the field's policies, procedures, and practices.
  3. Demonstrated sensitivity to issues related to poverty and the barriers faced by people with low incomes. Demonstrated knowledge of human services, domestic violence issues, adult development, and the education and human service networks in Central Vermont. Experience interpreting and applying complex rules or regulations is required. Ability to integrate agency programs to best serve the Capstone mission.
  4. Ability to communicate effectively verbally and in writing.
  5. Willingness to travel throughout the State of Vermont and to work occasional evenings and weekends.
  6. A home telephone, reliable insured transportation, and a valid VT driver’s license.
