Program:             Family Community Support Program

Job Title:             Director, Family and Community Support Services

  1. The Director of Capstone’s Family Community Support Services program (FCSS)  is a full-time, salaried, exempt community-based leader whose primary duties are ensuring quality service delivery by oversight of Capstone’s FCSS staff working in Washington, Orange and Lamoille counties.  The FCSS Director provides agency leadership and representation in the community and maintains concurrent programmatic, data and impact, and budgetary reporting responsibilities. The Director is responsible for the planning of new initiatives, securing resources to implement new initiatives, as well as maintaining the ongoing operation and evaluation of existing programs.  The Director exercises a high degree of independent judgment and decision-making and reports to the Chief of Programs and Advancement. 

B.            Essential Functions:

    1. Develop and direct the Family and Community Support Services program with a commitment to excellence, quality improvement and data driven decision making.
    2. Provide community leadership around housing and crisis services; collaborate with Agency partners and state and federal policy makers.
    3. Implement effective FCSS systems, program procedures and policies designed for maximum positive impact for Capstone participants and the communities where they reside. Demonstrate program success with quality data and regular reporting to Executive Director, Leadership Team, Board of Directors and Office of Economic Opportunity.
    4. Monitor program fiscal operations including development, authorization for purchases and fund obligation, monthly expenditures update, and timely required financial reports, in accordance with established standards and procedures including those required by program funding sources.
    5. Prepare appropriate grant applications as needed and oversee development of related program contracts and required program evaluations.  Ensure that all programmatic and reporting guidelines of funding sources are followed.
    6. Supervise the Associate Director of FCSS and FCSS Housing Manager. Oversight of FCSS staff recruitment, training and supervision strategies in accordance with Capstone Personnel Policies and Procedures.
    7. Maintain positive program relations and advance advocacy efforts with key community stakeholders, including town governments, legislators, non-profit or state or federal agencies, and appropriate private sector businesses and organizations.
    8. Represent the agency in the broader community initiatives such as committees, task forces, working groups and partnerships that advance Capstone’s ability to serve participants and enhance our mission.
    9. As a member of the Capstone Leadership Team, engage in cross sector organizational strategic planning, holistic problem solving and policy development.  Support and enhance workplace culture of diversity, equity, inclusion and belonging.

C.            Other Duties:

  1. Pursue educational opportunities and training that further professional growth and development within the position and the department.
  2. Participate in intra-agency efforts to promote cooperation and communication with other Capstone programs and Leadership Team including team building activities.
  3. Perform other related duties as assigned.

D.            Qualifications:

13.  Bachelor’s degree in a related human service field or equivalent, plus 7-10 years’ experience in human services delivery and program management (Masters’ Degree preferred).

14. Supervisory and budgetary experience required.

15. Strong interpersonal, communication and written skills essential.

16. Ability to both lead a diverse group and be a successful member of a team as required.

17. Working knowledge of Microsoft Office Suite of programs and human service databases.

18. Knowledge of low-income human services issues, awareness of trauma informed practice and central Vermont community resources preferred.

19. Clinical supervisory experience a plus.

20.  A home telephone, reliable and insured transportation, and a valid Vermont driver’s license required.

21.  The ability to travel throughout Central Vermont and work occasional evenings/weekends required.
