SCHEDULE:  Full time, 36 hours per week

 

CLASSIFICATION:  Non-exempt, Hourly

 

WAGE: $17.22 to $20.16 hourly, based on education and experience

JOB TITLE:  Family Development Housing Counselor                              

  

A. General Description

 

The FCSS Family Development Housing Counselor will provide housing counseling for families experiencing a housing crisis. The Family Development Housing Counselor is a full-time position working with families experiencing economic difficulties. The position also includes advocacy, mediation, assessment, planning, creative confrontation, and connecting families with resources. The FCSS Family Development Housing Counselor works as part of a team and reports to the Housing Programs Manager.

 

B. Essential Functions

  • Conduct pre-screening and prioritize clients who are homeless. Perform Intakes and assessments. Assist client with accessing state benefits where eligible. Engage families and individuals in a meaningful dialogue for the purpose of mutually assessing their needs. Identify and/or provide appropriate services and referrals. Provide participant support at locations out of the office, if or as needed. Determine eligibility for agency programs.
  • Provide housing counseling including pre-purchase and home buying (referrals to program partners), rental housing counseling, assistance overcoming homelessness, resolving or preventing mortgage delinquency (referrals to program partners), and post purchase assistance. Provide assistance with housing searches and landlord negotiations. With the family, assess housing needs, assist in credit counseling, and explore housing options. Provide outreach services to assist client in leveraging other funds and contact with other providers. Work with the client to create a housing action plan including goals and timeframes. Refer clients to appropriate services available through other programs at Capstone Community Action or our community partners. Develop a budget based upon analysis of prior income and expenditures. Discuss alternatives that might also be workable for the client’s needs. Follow-up with clients to inquire about and track their progress with their housing plan or action plan. Document services and activities and close out files when clients’ needs are met or no longer request services. Expected outcomes from Housing Counseling services are clients’ progress toward self-sufficiency or reduced risk as evidenced by progress on the self-sufficiency matrix, number of clients obtaining permanent rental housing and who are securely and safely housed, number of clients who maintain their home or rental home and are securely and safely housed and reduce homelessness.
  • Provide instruction for one or more Ready to Rent (or comparable tenant education) classes in Barre. Maintain files for group education according to the Housing Work Plan.
  • Involve and represent Capstone Community Action in the broader community. Develop and increase awareness of issues impacting people with low-incomes. Work collaboratively with area service providers, State agency employees, and other community based organizations. Promote participation of the low-income constituency in community affairs and governmental processes. Attend community meetings where low-income issues are addressed.

C. Other Duties

  • Maintain quantitative and qualitative record keeping including data entry for all services, and filing timely programmatic and financial reports as required by funding sources and Capstone Community Action. See housing counseling work plan for file maintenance requirements.
  • Maintain family and individual confidentiality within Capstone Community Action guidelines.
  • Participate in ongoing professional development.
  • Perform other duties as assigned.

D. Qualifications

  • A Bachelor’s degree in a related human service field, or equivalent, plus four years’ experience in human services/human development. Certification in Ready to Rent or similar curriculum preferred.
  • Demonstrated knowledge of human services, domestic violence issues, adult development, and the education and human service networks in Central Vermont. Express willingness to learn about, and work with, Correctional and Judicial systems in Central Vermont if not already informed.
  • Demonstrated sensitivity to issues related to poverty and the barriers faced by people with low incomes.
  • Ability to communicate effectively verbally and in writing.
  • A home telephone, reliable insured transportation, and a valid VT driver’s license.Department:
