General Description:
The FCSS Energy & Outreach Specialist will arrange for emergency support services to individuals experiencing a financial crisis, and participate in community development, advocacy and community organization. The Energy & Outreach Specialist position hours may vary based on season and in some circumstances may be seasonal. This position also includes advocacy, mediation, assessment, planning, creative confrontation, and connections to resources. The FCSS Energy & Outreach Specialist works as part of a team and reports to the local Program Manager. Some travel to other offices may be required for training or department events.


Essential Functions:

  1. Verify and document participant eligibility for Crisis Fuel and other fuel and utility programs including Emergency Furnace Repair and Replacement Program. Award benefits based upon assessment of need, budgetary realities, and State of Vermont or Federal rules and regulations.
  2. Promote energy conservation with participants. Review participant household budgets and provide budget coaching and advice.
  3. Maintain records and update the database for services provided. File timely programmatic and financial reports as required by funding sources and Capstone.
  4. Advocate for families who are experiencing and energy crisis with the utilities or relevant public and private service providers. Provide information and referrals to other Capstone programs and external programs.
  5. Promote families’ and individuals’ economic growth. Assist people with completing applications for state assistance and facilitate connections with appropriate resources such as DOL, Economic Services, ABE, Mental Health, within Capstone, and so on.
  6. Participate in participant sector board recruitment for Capstone Community Action’s tri-partite board and other civic involvement opportunities.

Other Duties:

  1. Involve and represent Capstone in the broader community. Develop and increase awareness of issues impacting people with low-incomes. Work collaboratively with area service providers, State agency employees, and other community-based organizations.
  2. Maintain family and individual confidentiality with Capstone guidelines. Comply with the Vermont State Rules and policies regarding safeguarding personally identifiable information and computing equipment.
  1. Participate in ongoing professional development. Stay current with changing rules and regulations.
  2. Perform other duties as assigned.

Qualifications:

  1. Bachelor’s degree in a related human service field, or equivalent, plus four years’ experience in human services/human development.
  2. Demonstrated knowledge of human services, domestic violence issues, adult development, and the education and human service networks in Central Vermont.
  3. Demonstrated sensitivity to issues related to poverty and the barriers faced by people with low incomes.
  4. Ability to communicate effectively verbally and in writing.
  5. A home telephone, reliable insured transportation and a valid VT driver’s license.

CLASSIFICATION: Non Exempt, hourly
HOURLY WAGE: $17.21 – $20.43 per hour
